Luminate Adds to Solar Practice

Luminate added two leading experts in solar energy – Dr. Frank Vignola and Dr. Byron Winn – as Senior Advisors to its solar practice this fall. Drs. Vignola and Winn bring added depth to Luminate’s solar energy practice, including particular expertise in the assessment and validation of solar resource in support of the development and financing of large-scale solar PV and CSP projects.

Luminate is establishing itself as a leader in the evaluation of solar power projects, where we are providing independent engineering services and solar insolation assessments to a growing portfolio of solar PV and CSP projects, including our recent work in support of NRG’s acquisition of the 21-MW Blythe PV project and in support of the DOE’s evaluation of Abengoa’s 250-MW Solana CSP project.”


Dr. Vignola has been actively involved in energy research since 1975, and is an expert in the assessment of solar resource. In addition to his new position with Luminate, he continues as a part-time Senior Research Associate and Director for the University of Oregon’s Solar Energy Center. He is a Fellow of the American Solar Energy Society (ASES) and was a recipient of the Oregon Solar Energy Industries Association Solar Legacy Award. Dr. Vignola is the founder and past editor of Solar Spectrum, a newsletter for the Resource Application Division of the ASES. Dr. Vignola has served as editor of the Solar Rising newsletter for the Oregon Solar Energy Industries Association, was chair of the Issues and Technical Assessment Committee of ASES, a member of the Technical Review Committee for ASES's annual conference, and continues as a member of National, State, and Local Policy Committee of ASES. He has served as a consultant to the DOE and as well as private industry. Dr. Vignola received his Ph.D. in Physics from the University of Oregon.


Dr. Winn brings over 30 years of leadership in solar energy research and development, including as a consultant to the DOE, the National Science Foundation, the National Research Council, NASA, and private industry. He has chaired meetings of the International Solar Energy Society and served on the Boards of Directors of the ASES, the International Solar Energy Society, the Colorado Renewable Energy Society, the Solar Rating and Certification Corporation, where he was Chairman, as well as several private solar companies. He served as Professor and Head of Mechanical Engineering at Colorado State University for 13 years and as Associate Dean for Research and Graduate Studies for two years. Dr. Winn is a Fellow of the American Society of Mechanical Engineers (ASME) and the ASES, and served as a Technical Editor of the ASME Journal of Solar Energy Engineering and the Passive Solar Journal and Advances in Solar Energy. He was a winner of the Charles Greeley Abbot Award in recognition of his more than 30 years of leadership in solar energy research and development. Dr. Winn received his Ph.D. in Aeronautical and Astronautical Sciences from Stanford University.
